Implementation of Protective Measures for Classroom Teaching at the Start of the Trimester at the Universität der Bundeswehr München

based on the resolution of the Bavarian State Government of July 28, 2020 and the Fourteenth Bavarian Infection Protection Measures Ordinance, the Universität der Bundeswehr München is enabled to implement classroom teaching.

The 14th BayIfSMV replaces the 7-day infection incidence as the dominant criterion in pandemic response to date. It also eliminates all previously incidence-dependent regulations. Only as a threshold for the application of 3G (from incidence 35 as a starting point) the 7-day infection incidence remains relevant. The incidence values of the past 7 days for the district of Munich (seat of UniBw M, Neubiberg) can be found here (ONLY IN GERMAN!) >

Bavarian Interpretation of the Current Infection Protection Act


Dear Madam or Sir,

the Fourth Act to Protect the Population during an Epidemic Situation of National Scope (Infection Protection Act) of 22 April 2021 came into force today following yesterday's promulgation. The Bavarian Infection Control Ordinance was adapted to the federal law and also enters into force today.

 

  1. The Twelfth Bavarian Infection Control Ordinance makes the Federal Infection Protection Act binding for us. Accordingly, it remains the case that, as a matter of principle, no face-to-face events are held at universities, irrespective of the incidence.
  2. According to the Twelfth Bavarian Infection Control Ordinance in the version of 22 April 2021, the Federal Infection Protection Act will, however, be enforced in such a way that the universities may, until further notice, hold laboratory, art, music and sports events with the given hygiene concepts, irrespective of incidence.
  3. Libraries and archives may still be opened under the currently applicable regulations.
  4. Conducting exams in attendance is still permitted if a minimum distance of 1.5 m is maintained between all participants and other measures of hygiene concepts are implemented.

Effects of the "Bundesnotbremse" on Teaching at UniBw M

dear Madam or Sir,

according to the rules of the "Bundesnotbremse" for the containment of the COVID-19 pandemic, which was passed yesterday by the Bundestag and Bundesrat, the university management would like to inform you about the following important change, which affects teaching:

From an incidence value of 165, even the last remaining face-to-face teaching at UniBw M – internships and laboratory exercises with appropriate spacing and hygiene measures – are no longer allowed! Currently, the 7-day incidence determined by the Robert Koch Institute (RKI) for the district of Munich is 158.6 (source: https://www.landkreis-muenchen.de/themen/verbraucherschutz-gesundheit/gesundheit/coronavirus/fallzahlen/).

The Vice President for Teaching will inform you about relevant changes or falling below/exceeding the incidence limit. Regardless, everyone is required to stay informed of current developments and pandemic regulations in the state.

Excepted from the new regulation are exams that may continue to be held in attendance, taking into account the known spacing and hygiene concepts.

I ask you to take this into account in your planning and wish you a successful trimester.

Easter Greetings


Dear students,
Dear colleagues,
Dear Madam or Sir,

Easter is approaching and we still have to live with many restrictions more than a year after the start of the COVID-19 pandemic, which also affects our University. I would have liked to offer you the prospect of relaxations of measurements here on campus for the coming spring term, but due to the situation in the country this is not possible at the moment as I am sure you will understand. Infection numbers are rising again significantly, increasingly so with even more dangerous mutated viruses.

Our University will work hand in hand with the Federal Ministry of Defense, the Bundeswehr and the Free State of Bavaria to support and implement the federal government's testing and vaccination strategy. I ask for your understanding and patience that this will take some time. We all know that there are currently major shortages of corona test kits and vaccines in Germany. While the university administration has no influence on the allocation of vaccines, it is doing its best to procure selftests for all students and staff in sufficient numbers for the period after Easter.

In view of the current situation, the Commander of the Barracks and I have therefore decided to extend until further notice the regulations in force at level III of the measures to contain the COVID-19 pandemic at the Universität der Bundeswehr München property, of which you are all aware.

An exception to this are cautious relaxations of regulations at our sports facilities with a valid hygiene concept. The Sports Center will inform you about there separately. If an improved situation and the requirements of the federal or state government should allow it, the current regulations will of course be revoked or adjusted at any time.

Please continue to take all measures seriously and take care of yourself and those around you. Stay healthy!

Cancellation of all Foreign Travel in 2021 in Light of the COVID-19 Pandemic

New Year's Greetings and Information about Corona Measures at our University during the Upcoming Months

dear colleagues,
dear Sir or Madam,

I wish you a happy, successful and first and foremost a healthy new year!

I hope you were able to enjoy Christmas and the holidays despite all the restrictions and could recover a little. Unfortunately, based on what we know today about the Corona pandemic, we are probably in for some tough times in the upcoming winter months. However, due to the hard lockdown and the vaccinations that have already begun, there is at least light at the end of the tunnel.

This week, the governance committee of our university decided to extend the current level III regulations of the COVID-19 pandemic containment measures at the property of the Universität der Bundeswehr München, of which you are all aware, until 31 March 2021.

In doing so, the following points which I ask you to consider have been added:

  • All courses take place exclusively online. Normal seminar rooms cannot be booked via the central lecture hall allocation system currently. The only exception is exams, which are still allowed to be taken in person for legal reasons. The Vice President for Teaching has already communicated the details of this and the exception rules for special internships to the departments’ deans and deans of studies.
  • Nevertheless, the albeit very limited possibility of conducting electronic distance examinations shall soon be included in the ABaMaPO as a further form of examination analogous to the regulations on the testing of electronic distance examinations at universities in Bavaria (Bayerische Fernprüfungserprobungsverordnung - BayFEV) of 16 September 2020.
  • The use of home office/remote working is to be expanded even more in all areas if possible.
  • In each department of the Central Administration, only one-third of the employees will work on-site in their offices on campus. As far as possible, procurement, budgeting, and hiring will be ensured. However, please understand that certain restrictions cannot always be avoided due to the current situation.
  • The duty of care to employees is always paramount. As supervisors, please take your leadership role and responsibility to your employees seriously!
  • Criteria for on-campus presence that must be weighed against each other are office occupancy, travel to the University via public transport, securing of childcare, care of dependents, and maintenance of service (systemic relevance).
  • Committee Meetings: the governance committee will continue to meet in attendance; meetings of the extended university governance will now only take place as videoconferences via BBB. The senate will continue to meet in person, but will be limited to a maximum meeting duration of two hours.
  • In principle, a higher number of matters are to be decided by circulation procedure via e-mail.
  • Sports are now only allowed for official or academic purposes, i.e. an official or academic necessity is required in each case. Appropriate schedules for use of athletic facilities are to be made by the respective supervisors/officers.
  • The University Library opens for four hours per day; pre-registration required (see their circular email).
  • All workplace health management classes/events in attendance will be cancelled (see their circular email).
  • IGF (Individual Basic Skills) will be suspended.
  • Catering facilities: in accordance with the applicable hygiene concepts, the catering facilities Restaurant Brandl and the canteen are open during the week. The UniCasino has extended its closure until the end of March.

 

In accordance with the nationwide tightened and extended lockdown, the declared goal of all measures is to achieve an even greater avoidance of social contacts and encounters and to limit these only to the most necessary. All provisions/measures/regulations mentioned here for the containment of the COVID-19 pandemic at UniBw M are valid until 31 March 2021, but may be revoked before this date if an improved situation as well as the requirements of the federal or state government should allow it.

In order to be able to conclusively answer the question of wearing FFP2 masks on campus, we must await the decisions of the next federal/state round of talks between the chancellor and the Minister-Presidents, which has been announced for 18 January.
