The Research Center RISK - Risk, Infrastructure, Security and Conflict at the Bundeswehr University Munich aims to combine and integrate different risk and security perspectives in the social, natural and engineering sciences. The projects of the Research Center concern the "logic" of decisions under uncertainty as well as the complex interrelationships between the concepts of "security" and "freedom". They address the security of "critical infrastructures" from technical, political and social points of view – in the face of natural disasters, international terrorism and organized crime – and how these correlate to political demands, social acceptance and economic readiness to cover costs. At the same time, it deals with (political) constructions of (in)security from national and international perspectives.

Fields of Expertise

The scientists involved in the RISK Research Center - Risk, Infrastructure, Security and Conflict work in four interdisciplinary research areas.

Area of research: Security and Freedom

  • Restriction of individual and collective freedom through the creation of security
  • Complex interrelations between security and freedom
    • Safety as a condition that is free of unacceptable risks and impairments
    • Freedom as an area of autonomous action
  • Concept of "Human Security" on an international level

Area of research: Risk and Decision

  • How do "decisions under uncertainty” work?
  • Process of establishing security
  • Disasters and decisions under uncertainty
  • Logic of the exclusion of alternative decisions

Ongoing Projects

The Research Center RISK - Risk, Infrastructure, Security and Conflict faces the challenge of integrating social and technical scientific perspectives. It pursues the following objectives, among others:

  • Bundling of research on the relationship between risk, infrastructure, security and conflict at the Bundeswehr University Munich
  • Multidisciplinary, multi-methodical focus
  • Acquisition and implementation of research projects on risks and disasters
  • Advice for end users
  • Promotion of young talents
  • Value creation, innovation

Area of research: Infrastructure and Security

  • Endangerment of constructional infrastructure
    • Natural disasters, climate change
    • Terrorism
    • Vandalism
    • Organised crime
    • Accidents (ship collisions, leaks, disruptions)
  • The need for new structural systems
  • Social acceptance of new systems

Area of research: Conflict and Regulation

  • Global impacts of trans- and international conflicts
  • High contributions by states and by international, supranational and transnational organizations to the regulation of conflicts
    • Humanitarian aid
    • Military operations
    • CIMIC missions

The Research Center RISK - Risk, Infrastructure, Security and Conflict of the Bundeswehr University Munich currently has 26 professors from seven departments engaged. The speakers of the Research Center are Prof. Dr.-Ing. Norbert Gebbeken (Faculty of Civil Engineering and Environmental Sciences, Professorship of Structural Design) and Prof. Dr. Wolfgang Bonß (Faculty of Political and Social Sciences, Professorship of Sociology).

You can reach the Research Center for Risk, Infrastructure, Security and Conflict via the visitors' entrance at Westtor (Zwergerstraße / Universitätsstraße). Please have a valid identity card or passport with which you can identify yourself at the guard-house.
