Uninterrupted payment transactions are relevant to security

Critical infrastructure has long since ceased to refer only to a country's physical infrastructure. It also includes sectors that are essentially virtual in nature. One of these is the financial sector, in particular payment transactions. The increasing threat to payment transactions from hostile actors and their interconnection with other important areas of society highlight how fundamentally important secure payment transactions are for a country's critical infrastructure.
This working paper examines the security of payment transactions as part of critical infrastructure by classifying and evaluating existing protective measures. Taking current findings into account, it discusses possible strategies for further improving the operational resilience of payment transactions.
