Cyberwarfare stands for the development and relocation of military activities into virtual space. This term covers a diverse range of network-based operations, from attacks on a state's critical infrastructure to the influence of social media propaganda and "fake news".
In particular, the combination of state activities and non-state actors and hence questions of responsibility and accountability call for new legal approaches.
Closely related to this is the research at CISS on cyber intelligence. On the one hand, technological progress is opening up new possibilities in intelligence operations, while on the other hand it poses new challenges for (national) security authorities and intelligence services. Both aspects, however, require robust legal analyses and framework conditions. The CISS research contributes to this.
