Hot off the press! New contribution on the crucial role of top management

In this new contribution Christian Nitzl from CISS with Fabienne-Sophie Schäfer and Bernhard Hirsch show the crucial role of top management support for the implementation of risk management in public administrations. Main conclusion: a top management support fully mediates the stakeholder pressure. Hence, based on the blame avoidance theory the results illustrate empirically that pressure from outside an administration such as the COVID-19 crisis changes an organization only when the top management takes over the responsibility to change.
