Economic Security, Economic Protection and Collective Resilience

The article “Economic Security, Economic Protection and Collective Resilience” by André Röhl and Jürgen Harrer has been published in the CISS Munich Working Paper series. Against the backdrop of the National Economic Protection Strategy 2026, the working paper defines the terms economic security, economic protection and corporate security, and examines the strengthening of collective resilience as one of three core objectives of economic protection.

Drawing on conceptual considerations and practical observations, the authors develop an extended understanding of the construct of ‘collective resilience’. This is based on an ecosystem model that links horizontal performance relationships between companies, suppliers and customers with vertical empowerment and support relationships with public authorities, associations, chambers of commerce and service providers. Building on this, the paper proposes capability objectives and organizational roles in order to systematically classify existing initiatives and support services in economic protection and to better identify future needs for action.
